The Implementation of e-procurement, Vendor Management System (VMS) and Good Governance Policies in the Procurement Process at the Head Office of the State University of Surabaya Towards a State Universities Legal Entity (PTNBH)
Abstract
eGovernment aims to serve society by providing services without much influence. The development of information and communication technology aims to increase accountability and transparency of state institutions and encourage information disclosure by reducing and even anticipating the risk of corruption. State University of Surabaya as a university in Indonesia which is one of the institutions that implements eProcurement in the fulfillment of goods procurement. In the process, there are things that affect the first one related to the problem of the eProcurement application which is still in the development process for a quick auction/auction (quotation). Second, the problem of eProcurement is that there is no performance assessment of providers who have had contracts and will contract with UNESA who will assist in making the winner's decision. Third, many items do not match the required specifications. From this research is expected to be used for; analyze and develop eProcurement implementation, implementation of vendor management system (VMS) provider assessment, and implementation of Good Governance at the head office of the State University of Surabaya.
